Nobody should hold their breath awaiting a successful outcome!
Of course, talk of a “Palestinian State” is based on the assumption that this state consists of two geographically separated territories; the “West Bank” and the “Gaza Strip”. For the most obvious of reasons (what Israel’s enemies desire is an Islamic state from the river (Jordan) to the Sea (Mediterranean) – NO Israeli politician is going to agree to that!
IMHO, the compromise that each side (Israeli & Palestinian) have to make is that NEITHER will get what they want in terms of territories and sovereignty BUT will receive SECURITY.
HOW:
Following the end of the Great War and the breakup of the Ottoman Empire, the British Empire was given the League of Nations Mandate over Palestine. The 1948 settlement that set up the State of Israel gave the “West Bank” and the “Gaza Strip” to the Palestinians and the rest of what had been Israel in biblical times to the new state of Israel.
A PROPOSAL: That a Permanent UN Mandate be set up over the “West Bank” and the “Gaza Strip” with internal autonomy (that requires observation to the UN Charter of Human Rights by the internal authorities) and a written constitution that also incorporates these principals.
That the security of the two states is placed under the authority of the Security Council of the United Nations and that the forces on the ground be made up of the forces of other UN members – who will be paid (by the UNO) for their services.
That East Jerusalem be the capital of these territories and that the Governor-General of the Mandate be ex-offico the Secretary General of the UN – who will appoint a deputy subject to the approval of the Security Council.
That the headquarters of the United Nations in New York be moved to a purpose built complex on the West Bank on the outskirts of East Jerusalem – plus of course the associate infrastructure and of course hotel and residential accommodation for the international community.
That the Palestinians become citizens of the mandate and will require visas if they wish to travel to UN member states.
