Belgian Prime Minister Herman Van Rompuy and Foreign Secretary David Miliband have emerged as firm favourites to become (respectively) President and Foreign Minister of the European Union.
EU officials say there is a growing consensus around these two to fill the two posts: “….I’m betting on Van Rompuy and Miliband….” a senior EU official said. Another said: “….I think we’re looking at Van Rompuy and Miliband….”
Miliband as “The High Representative for Foreign Policy” will have great powers under the Lisbon Treaty.
The low-profile Van Rompuy has been Belgium’s prime minister for less than a year has held together Belgian’s coalition government. His emergence indicates that the EU wants a power-broker and consensus builder rather than Tony (Stop the Traffic) Blair.
The EU will try to achieve a political balance between the President and Foreign Minister.
Sweden, which holds the EU presidency for the rest of this year, is likely to call a summit on the appointments this month.
This of course will mean that should the Tories win the May 2010 General Election, Her Majesty’s Secretary of State for Foreign and Commonwealth Affairs, William Hague, will be out-ranked and over-shadowed by his predecessor, David Miliband!
Thus, the British People will have thrown out Miliband and his party only to have him appointed by a group of foreign politicians to a position of precedence and power over Hague. Note the text of the Lisbon Treaty:
“….The Union’s competence in matters of common foreign and security policy shall cover all areas of foreign policy and all questions relating to the Union’s security, including the progressive framing of a common defence policy, which might [means will] lead to a common defence….”
“….Member [vassal] States shall actively and unreservedly support the Union’s common foreign and security policy in a spirit of loyalty and mutual solidarity and shall comply with the acts adopted by the Union in this area. They shall refrain from action contrary to the Union’s interests or likely to impair its effectiveness….”
Excuse me: Could some wise person state precisely WHAT William’s Hague’s job will entail ? Presumably message boy and note taker from Mr. Miliband to the British Cabinet. If so why does he need the huge ministerial salary? The national minimum wage, plus travelling expenses would seem adequate to this unskilled clerical position.
